Cabinet reshuffle: Who's in, who's out and what small businesses should watch

The Prime Minister has completed a wide-ranging reshuffle following Angela Rayner MP's resignation. Senior posts have shifted and dozens of new junior ministers have been appointed.
Ministerial portfolios are still being finalised.
We'll keep this page current as portfolios are confirmed, especially the small business minister role in DBT, as well as responsibilities for exports and digital adoption.

What this means in practice
Business and trade
Rt Hon Peter Kyle MP has set growth as the number one mission. DBT is focused on making the UK the best place in the G7 to start and scale a business, with rapid delivery now the priority.
His background in science and technology points to a strong push on digital adoption, AI, data and digital skills at every level. For small firms, this means more support for:
upskilling workforces
adopting new tools
expanding talent pipelines, from young entrepreneurs to existing employees
Joined-up government
DBT, DSIT, DWP and HM Treasury are now closely aligned. This is good news for Enterprise Nation members, as we're working on small business priorities across all these departments. That includes digital adoption, access to finance, exporting, late payment and skills.
Treasury
Continuity under Rt Hon Rachel Reeves MP is intended to reassure markets ahead of the Autumn Budget on 26 November 2025.
Science and technology
